I have issues every day with the site around 1100 local. It's when the server is doing some auto maintenance.

That's like 0300 EST (0800Z), right? I think that Scott scheduled it a little earlier, it used to be a big problem around 0500 EST.

Indubitably.
Its harder to start work than it is to feverishly press the F5 button with the hope that everything will come back online. This site sucks if you have a procrastination problem. Too many fun things going on over here.
